It basically says that a newly registered domain can't be transferred to a different registrar for its first 60 days, as well as the potential for restrictions on switching hosting providers. Although, I've in the past sold domains that fall under this criteria, and have found that as long as the buyer has an account with the registrar in question, they typically don't encounter many problems with switching hosts, etc.
